Javier Mauricio Quiñones Vargas, Director specialized in Crimes against Natural Resources and Environment
He earned a law degree from Universidad Pedagógica y Tecnológica de Colombia and he received a master’s degree in law from Universidad Externado de Colombia and in Public Law from Lumière Lyon II University, France. He has conducted extensive research into the study of collective rights and environmental punitive procedures.
He served as administrative judge for the circuit of Bogotá and assistant magistrate for the Council of State. Moreover, he worked as advisor to the so-called Corporación Autónoma Regional de Cundinamarca (Regional Autonomous Corporation of Cundinamarca), Instituto de Desarrollo Rural (Rural Development Institute), Autoridad Nacional de Televisión (National Television Authority), Jurisdicción Especial para la Paz – JEP (the Special Jurisdiction for Peace), and as law suit manager for Grupo Energía Bogotá. He served as advisor for the private sector.
He combined his experience with teaching postgraduate courses at Pontificia Universidad Javeriana, Universidad Libre and Universidad de Nariño (Udenar).
