He earned a Law degree from Universidad Colegio Mayor de Nuestra Señora del Rosario with training in different branches of Law.

He majored in Administrative Law. He earned a master´s degree in Democracy and Good Governance (Democracia y Buen Gobierno) from Universidad de Salamanca in Spain.

In recent years, he worked as advisor and coordinator in the District in matters related to state contracting. He also worked in the Ministry of Transport and the Ministry of Defense.

He was professor of graduate courses at Universidad Santo Tomás related to state public-private associations and road infrastructure concessions.

He was also assistant professor at the Department of Civil Law-Universidad del Rosario.
