Lenar Armando Colmenares Duque, Director specialized in the fight against Cybercrimes
He holds a Law degree from Universidad Santo Tomás de Bogotá, and he has a master´s degree in Computer Law from the University of Tartu (Estonia), a master´s degree in Cybersecurity and Cyberdefense from Escuela Superior de Guerra and he majored in Economics at Universidad Pontificia Javeriana. He also studied criminal analysis at Fundación Paz Ciudadana (Chile).
He was member of the adhoc committee of experts of the United Nations Office on Drugs and Crime (UNODC) which drafted the Cybercrime Convention project signed in Hanoi, and he was part of the Colombian delegation that participated in the preparation and negotiation of the Additional Protocol II to the Budapest Convention.
He was a guest instructor for Procuraduría of the Republic of Mexico and the Ministry of Justice of the Republic of Peru in training programs on handling digital evidence and investigating cybercrime. Currently, he is professor at Universidad Externado de Colombia, Universidad de los Andes, and the School of the Office of the Attorney General of Colombia, Escuela de Altos Estudios.
In 2013, he became part of the Office of the Attorney General and since then, he has served as delegate prosecutor before municipal criminal judges, circuit judges, and specialized circuit judges, leading investigations that dismantled criminal structures involved in cybercrimes.
