Juan Pablo Toro Roa, Director – Office of Planning and Development
He received a degree in Business Administration from Universidad de los Andes and he majored in Planning and Administration of Regional Development at the same university. He holds a master’s degree in Population and Development from the London School of Economics and Political Science.
With more than 25 years of professional experience in the public sector, multilateral banking, and the United Nations Development Programme (UNDP), he has held leadership positions in areas related to planning, social development, and public policy.
He began as Head of a Division of Banco de Proyectos del Departamento Administrativo de Planeación in Casanare. Moreover, he has held various positions at Departamento Nacional de Planeación (DNP) (National Planning Department in spanish) and the Ministry of Health and Social Protection.
He worked as Director General of Planning and Analysis of Policy at the Ministry of Health and Social Protection between 2006 and 2010, and as National Coordinator of the United Nations Millennium Development Goals/Sustainable Development Goals Program from 2012 to 2016. From 2016 to April 2024, he served as a consultant for Banco Mundial (World Bank).
He has also coauthored various publications for the World Bank and the United Nations.
