José Luis Ramírez Hinestroza, Director of the Technical Investigative Corps (CTI)
He is a security expert with more than 30 years of experience in institutional management and strategic leadership.
His professional career has been principally developed as an officer of the National Police of Colombia, where he held high-level positions. He served as Chief of the Directorate of Criminal Investigation and INTERPOL, leading judicial police operations and the management of strategic information in the fight against crime.
In this role, he coordinated and supervised the cooperation with the International Criminal Police Organization (INTERPOL), strengthening intelligence capabilities aimed at combating organized crime in the region.
He also served as Chief of the so-called Unidad de Diálogo y Mantenimiento del Orden (UNDMO), responsible for managing meetings, demonstrations, and social protests. During his tenure, the entire transformation process of the former ESMAD into the new Unidad de Diálogo y Mantenimiento del Orden (UNDMO) was carried out, in which the primacy of dialogue before any intervention was successfully implemented.
Also, he was appointed National Chief of the Police Service, leading the evaluation and monitoring of operational units focused on citizen security across the national territory. From this position, he made progresses on the implementation of the new police service model oriented toward people and focused on the territory.
