After the Office of the Attorney General brought charges for embezzlement and undue execution of contracts, a supervisory judge (Guarantee Court) issued a preventive detention order with imprisonment for former major of Maria la Baja (Bolivar), José Ludían Jiménez.

The defendant who worked as local representative between 2000 and 2001 was arrested by the National Police. According to investigations he executed several contracts on infrastructure with inconsistencies. One of them is related to outdoor toilets in villages such as Retiro Nuevo and Matuya in which he paid 17’690.000 pesos (which was the total cost of the work). However this work was unfinished.
