- Two of the arrested people in flagrante delicto are councilors from Zipaquirá (Cundinamarca) and Calarcá (Quindío) who would be involved in vote buying.
- 37 people reported as missing people, arrived at the polling places. The respective certificates of existence were issued.
The reports received by the command post (Puesto de Mando Unificado PMU), which was assigned by the Attorney General’s Office to monitor and provide an effective judicial response to any event that represents a risk to the democratic event, indicate that 117 people were arrested.
Of the total number of detainees, 26 are related to electoral crimes, most of them for corruption to the voter, personal falsehood, disturbance to the democratic event, and fraudulent vote. These facts took place in Santander, Cauca, Cundinamarca, Bolívar, Atlántico, Antioquia, Tolima, Boyacá, Cesar, La Guajira and Quindío.
Among the people who will be prosecuted are two councilors.
In one of the cases, a councilman from Zipaquirá (Cundinamarca) and two other people, allegedly offered citizens money to vote for a specific list of candidates. In this procedure, about $2,000,000 were seized.
In the other case, a councilor from Calarcá (Quindío) was arrested with electoral propaganda and more than $200,000 which he was allegedly using to buy votes.
The other 91 arrests were carried out by virtue of in force judicial orders in Antioquia, Arauca, Bolívar, Boyacá, Valle del Cauca, Caquetá, Chocó, Córdoba, Cundinamarca, La Guajira, Huila, Magdalena, Norte de Santander, Santander, Sucre and Bogotá.
A case that stands out, is the arrest of a pastor who is investigated as allegedly responsible for the sexual abuse of nine women, including supporters and workers of his religious community in Cali (Valle del Cauca). One of the victims is a teenager. Likewise, Orlando Valencia Becerra, alias El Indio, was accused of the murder of Luciano Alvino Ortiz Pineda, president of the communal action committee of the rural area La Armenia, in Planadas (Tolima) which took place on March 6.
On the other hand, 37 people listed as missing arrived at the polling stations, including two young people, one in Yumbo (Valle del Cauca) and another in Santa Rosa de Cabal (Risaralda), who had been reported as not located in the framework of the days of protests last year. The respective survival certificates were signed.
Electoral denunciation
The Attorney General’s Office received 41 formal complaints about actions that put citizens’ right to choose and be elected at risk. These reports were made in Valle del Cauca, Atlántico, Santander, Cundinamarca, Tolima and Antioquia.
The complaints are related to impersonation and one filed by the representative of a political party in Buenaventura (Valle del Cauca), is related to threats. A prosecutor appointed to the Special Investigation Unit will be in charge of the investigation.
During the day, the Prosecutor’s Office received from the Unit for Electoral Transparency (Unidad de Recepción Inmediata para la Transparencia Electoral URIEL) 131 reports of possible electoral crimes
Concerning the elections carried out abroad, the Prosecutor’s Office was informed about 62 complaints, which will be assessed to establish whether a crime report will be opened.
Relevant actions
Since March 11, when different crossings borders with Venezuela were closed, specialized teams were activated to verify and monitor the circumstances that arise in those territories. This group, made up of sectional directors and delegates from the headquarters of the Prosecutor’s Office, reported that everything was normal in Norte Santander, La Guajira, Arauca, Cesar, Guainía, and Vichada.
In Uribia (La Guajira), a man was found with 310 educational ballot papers at the polling place in San Rafael educational institution. The National Police served him a subpoena.
The Special Investigation Unit monitored the election of the candidates for the so-called Circunscripciones Especiales de Paz al Congreso. Complaints were received and are analyzed and verified to establish the respective investigative acts.
