Main results achieved by PMU

The investigations carried out by the Office of the Attorney General and its Delegate Office on Public Safety since April 28, when protests and riots began within the framework of the national strike, have made it possible to know in detail the criminal status of the alleged perpetrators of crimes and to take measures for their respective prosecution.

These results were possible thanks to joint actions carried out by members of the judicial command post (Puesto de Mando Unificado Judicial PMU) from the beginning of the strike.  Many different entities which are committed to the administration of justice and the clarification of crimes, always from a human rights perspective, participate.

Likewise, the investigations carried out by the Attorney General’s Office and the National Police have allowed filing criminal charges against 160 people for actions committed between April 28 and May 16.

The conclusive evidence collected by the teams specially designated to prosecute crimes and acts of vandalism has allowed the judges to order 49 detention measures.

Among the offenses committed by the people who were brought before justice are: aggravated injuries as a public servant, abuse of authority, obstruction of public roads affecting public order, damage to someone else’s property, violence against a public servant, theft, violent protest; manufacture, trafficking, or possession of firearms; disturbance in public or official transport service and terrorism.

So far, 141 CAI, 94 Police vehicles, 55 gas stations, 199 banks, 76 ATMs, 266 public entities, 42 tollbooths nationwide have been affected and 262 lootings in warehouses have taken place.

The Departments where these acts have been committed are: Antioquia, Atlántico, Bolívar, Boyacá, Caldas, Cauca, Cundinamarca, Huila, Magdalena, Meta, Nariño, Risaralda, Santander, Sucre, Tolima and Valle del Cauca.

The Office of the Attorney General has prioritized 278 investigations about people listed as victims of abuse of authority and personal injuries.

Regarding injured police officers, the Attorney General´s Office has 643 crime reports related to 703 officers reporting injuries.

In order to move forward in the clarification of these facts, the Attorney General Francisco Barbosa, appointed on April 28th more than 35 teams throughout the national territory with CTI judicial police, SIJIN and Legal Medicine to carry out investigations within the context and strengthen those situations that had the greatest impact in the civil population

Within the framework of the protests, 261 people have been located and the urgent search mechanism is still active in 134 cases. Besides 42 reports of deceased people, know to date, it was identified that 15 facts are directly related to the protests.

It is important to highlight that within the framework of this strategy, three major results have been achieved:

  1. Prosecution of ELN and Dagoberto Ramos leaders for facts associated with terrorism due to the facts that took place in the city of Cali.
  2. Nine (9) people who already had a detention measure were arrested due to damages to tollbooths
  3. Four (4) murders that occurred in the framework of the protests were clarified

The Attorney General’s Office, with more than 5,000 public servants at the service of this strategy, guarantees access to justice by implementing the international human rights standards and due diligence in each of the situations that arise in the Colombian territory within the framework of the protests.
