The Attorney General, Francisco Barbosa Delgado, announced important results in Palmira (Valle del Cauca) about the judicial actions implemented to clarify the criminal acts committed in the framework of the violent demonstrations that took place recently in the country.
In that sense, he revealed that through the Delegate Office on Public Safety and the Sectional Office in Cali, it was possible to arrest and prosecute five people allegedly involved in two isolated crimes committed in that city.
The first decision is related to the death of the CTI investigator Fredy Bermúdez Ortiz and the second one to the murder of the patrolman Carlos Andrés Rincón Martínez.
- Homicide of the CTI officer
The Office of the Attorney General brought Yeison Fabián Muñoz Narváez before a judge. He allegedly participated in the attacks that caused the death of an official of the Technical Investigative Corps (Cuerpo Tecnico de Investigación CTI) in facts that took place on May 28 in the sector known as La Luna in Junín neighborhood of Cali (Valle del Cauca).
The filmic evidence and the material obtained by the National Police made it possible to establish that the public servant, identified as Fredy Bermúdez Ortiz, was pursued and attacked with blunt and sharp weapons by a group of more than 20 people after he was involved in an event in which two people died.
According to the information that was verified, the public servant was thrown to the floor where he was injured with different objects. The defendant allegedly attacked and hit the victim several times on the trunk and chin. According to the forensic medical opinion, this situation was allegedly decisive for his death.
Therefore, the Attorney General´s Office charged Muñoz Narváez with aggravated homicide and requested the issuance of a prison measure. The request was approved by the judge.
The identification of this person was possible thanks to a methodological plan implemented by a team of specialized prosecutors, investigators, forensic and criminal technicians. In this way, images of at least 20 people who would be involved in the facts were detected and collected.
The judicial activities continue to locate and achieve the prosecution of those responsible for the death of the public servant.
- Torture, homicide and disappearance of a patrolman in Cali
A prosecutor of the Sectional Office in Cali, with the support of the Sijín- National Police, managed to identify and arrest between June 26 and 27 four people who had participated in the attacks, and the subsequent murder and disappearance of the patrolman Carlos Andrés Rincón Martínez, on June 3.
The defendants were identified as: John Michael Cardona Jaramillo, Cristian Andrés Cortés Ortiz, Carolina Montaño Cuero and Daniel Alejandro Aguirre Castillo.
The investigation carried out allowed to prove that at 8:30 p.m. the patrolman was riding his motorcycle through the so-called Avenida Ciudad de Cali, calle 73 con carrera 1 in the main city of Valle del Cauca when he was intercepted by a group of approximately 7 people who forced him to get off the motorcycle and apparently threaten him with firearms.
After verifying that he was a member of the security forces, the individuals took him against his will to the place known as Punto Cero, where there was a barricade blocking the Cali – Palmira road and there were alleged members of the so-called Primera Linea of resistance point 1-73, Paso del Comercio sector. There, the victim was beaten and injured with knives and firearms. These attacks would have caused his death.
The corpse of the patrolman was thrown into the waters of Rio Cauca by the alleged attackers to disappear him; however, on June 7, his corpse was found floating on the river, near the rural settlement of Piles, in the municipality of Palmira.
Based on the evidence collected, the Attorney General´s Office charged the alleged people involved, as co-perpetrators, for the crimes of torture, aggravated homicide; trafficking, manufacture or possession of firearms, parts or ammunition; and enforced disappearance. The defendants did not plead guilty to the charges.
