Orlando José Cabrales Martínez and Felipe Castilla Canales allegedly ‘directly’ awarded a millionaire contract to manage, supervise and monitor a project.
Charges were brought against Orlando José Cabrales Martínez and Felipe Castilla Canales, former presidents of Reficar S.A, by the Office of the Attorney General in a public hearing which took place in the so called Complejo Judicial de Paloquemao in Bogotá. They were accused of the alleged execution of contracts without compliance with the legal requirements.
The pieces of evidence that were gathered by a prosecutor of the Special Direction against Corruption show alleged irregular activities committed between April and November 2009 in the awarding and execution of a contract to manage, supervise and monitor a project in the Refinery of Cartagena whose initial value exceeded 95 million dollars.
