The Office of the Attorney General of the Nation presented consolidated information about the judicial actions carried out by the institution within the framework of the judicial command post (Puesto de Mando Unificado PMU for its initials in Spanish) to investigate the criminal behaviors that have occurred since last April 28, when the national strike began. 

The PMU is made up of officials from different entities whose main purpose is to clarify the facts that have affected citizens’ lives and integrity within the framework of respect and defense of human rights. 224 charges have been brought in 39 days and 80 people have preventive detention orders. 

Offenses that were committed: 

So far, the charges that have been brought are: theft, violence against a public servant, damage to someone else’s property, obstruction of public roads that affect public order; manufacture, trafficking or possession of firearms; possession, manufacture, and trafficking of dangerous substances or objects; terrorism, fire, disruption in public or official transportation, receiving stolen property, use or launching of dangerous substances or objects, threats, use of minors in the commission of crimes, homicide,  kidnapping with extortion; trafficking, manufacture or possession of drugs, instigate others to commit a crime, violation of sanitary measures, conspiracy to commit a crime and illegal use of uniforms and insignia 

Most of the accusations were brought at the Sectional Offices of: Bogotá, Cali, Caldas, Medellín, Cundinamarca, Quindío and Risaralda. 

Damages caused by violent acts: 

In matters of infrastructure at the national level, there have been attacks against 194 early response centers of the National Police in Colombia (Comando de atención Inmediata CAI for its initials in Spanish), and 203 vehicles of the National Police, 62 gas stations, 242 banks, 107 ATM, 318 public institutions, 38 tollbooths, and 364 lootings were committed in warehouses.

Main results of PMU 

  • Charges were brought against 224 people for crimes committed between April 28 and June 6 
  • Preventive detention orders were issued for 80 people

The departments where violent acts were committed the most: Valle del Cauca, Caldas, Antioquia, Boyacá, Cundinamarca, Risaralda, Cauca, Santander, Atlántico, Sucre, Bolívar, Tolima, Magdalena, Meta and Huila. 

The Attorney General´s Office prioritized 498 cases of civilians injured in violent demonstrations. For these facts, 429 crime reports were opened for alleged abuse of authority and personal injuries. 

On the other hand, there are 970 crime reports about 1063 police officers that were injured. 

Since April 28, the Attorney General, Francisco Barbosa, assigned more than 35 groups formed by groups of prosecutors, CTI judicial police, National Police, and Legal Medicine personnel, experts in each of the lines addressed to guarantee the protection of fundamental rights and access to justice. The Attorney General´s Office will continue with the necessary talks to advance in the clarification of violent acts. 

Last week, the Attorney General’s Office yielded the following results: 

1.      Four people were arrested for being allegedly responsible for the crimes of terrorism and aggravated theft in financial entities in the city of Cali. 

  • A prison sentence was issued for three men who were charged with terrorism. The facts took place on May 4th at a bank located in sector La Luna sector in Cali. 
  • A prison sentence was issued for a person for the commission of aggravated theft on May 29th in a bank in the city of Cali. 

2.      A detention measure was issued against thirteen people and a minor was sent to a juvenile detention center. They would be responsible for setting fire to three CAI and two motorcycles of the National Police between April 28th and May 4th. The institution charged them with conspiracy to commit a crime, violence against a public servant, aggravated damage to someone else’s property, aggravated theft, and disruption in private or official public transport. 

With more than 5,000 public servants at the service of this strategy, the Office of the Attorney General guarantees access to justice by implementing the international human rights standards and reinforcing due diligence in each of the situations that arise in the Colombian territory within the framework of the protests.
