When we speak, results follow
- The Attorney General announced from Tumaco (Nariño), where the Office of the Attorney General plans the dynamics of prosecution of the organized crime in the Department, another important blow against the armed group Jorge Briceño Suárez, in the eastern part of the country.
- With this result, four criminal actions are clarified: a person in process of reincorporation, eight soldiers, a patrol officer and a civilian that were killed.
The Attorney General, Francisco Barbosa Delgado, during his visit to Tumaco Nariño) to verify the progress of the strategy against organized crime and strengthen the action of justice in the territories, also announced a hard blow against the Organized Armed Group (Gaor) Jorge Briceño Suárez responsible for killings and crimes against human rights defenders and specially against protected populations, in the eastern part of the country.
Within the framework of the 2020-2024 Strategic Direction, the Special Itinerant Group achieved the arrest of Ronal Arnulfo Torres Huertas, alias Álvaro Boyaco, alleged leader of the above-mentioned residual group and alias Gentil Duarte´s right-hand man. This person was arrested in an operation carried out by the Army in the rural area of La Macarena (Meta). During the operation, there was an exchange of gunfire and the alleged member of the security ring of this illegal structure died.
This result is part of the project denominated ‘Proyecto de Investigación Meta’ which allows the clarification of the following facts:
- The death of two soldiers in the rural area of Rubí, in La Macarena (Meta), on January 20, 2020.
- The killing of Bella Ester Carrillo, a person in the process of reincorporation; and of a civilian, in Rubí, in La Macarena (Meta), on March 17, 2020.
- The murder of patrol officer of the National Police, Helder José Cantillo Noguera, and another officer wounded on March 22, 2020.
- The Attack committed against a National Army patrol, killing six soldiers on June 17, 2020.
For these facts, the Office of the Attorney General will charge alias Álvaro Boyaco with:
- Aggravated homicide
- Aggravated personal injuries
- Aggravated manufacture, trafficking, possession of firearms, accessories, parts, or ammunition
- Aggravated manufacture, trafficking, possession of firearms, ammunition for the exclusive use of the Armed Forces or explosives
In the operation were seized: 2 handguns with their respective suppliers, 3 mobile phones, checkbooks recording the extortions and the farming activities carried out in the region (with detailed information about each farmer or producer), meetings minutes of the Community Action Boards of the rural settlements, and a truck that was reported as stolen.
In Nariño
The Attorney general, Francisco Barbosa, stated “We are building the dynamics of prosecution of criminality in this region where we have carried out hard blows against the Óliver Sinisterra, against ‘Los Contadores’, within the framework of Office of the Attorney General’s strategy to strengthen justice in the territories ”.
After nine months, the Institution reports through the Special Itinerant Group, a progress of 50.75% in the clarification of homicides of people in process of reincorporation and 61% in crimes against human rights defenders.
In the Department, this progress is also significant since the clarification of acts affecting people in process of reincorporation is 64.70% to date. 22 cases have been solved in regard to events that occurred in 11 municipalities.
