The Office of the Attorney General, through a delegate prosecutor to the Supreme Court of Justice, charged the retired Major General Jorge Arturo Salgado Restrepo, for his alleged responsibility in the  undue interest in the execution of  contracts and embezzlement in favor of third parties. 

The evidence in the case shows that the former officer granted contracts related to the cafeteria and work contracts of Battalion No. 4 “Yariguíes” to two specific contractors while he served as commander of the Seventh Division of the National Army between 2016 and 2017. 

There is documentary evidence that shows that the bidding forms were previously granted to the beneficiary companies so that they adjusted their proposals. In this sense, nine contracts about maintenance, adjustments, and improvement of the facilities were awarded for $1.5 billion to Ingecodi S.A.S.; and six contracts related to the cafeteria and catering services, which amounted to 331 million pesos, to Distrilogística P.G S.A.S.
