Based on the arguments made by the Office of the Attorney General, a supervisory judge issued a detention measure with imprisonment against Jacobo Manuel Montoya Montoya, an alleged member of the criminal group Los Rastrojos.

The Office of the Attorney General charged him with criminal conspiracy to commit murder and extortion as well as trafficking, manufacturing, or possession of firearms for the exclusive use of the military forces.

According to the investigation, Montoya Montoya was in the criminal organization for 14 years after his demobilization from the United Self-Defense Forces of Colombia (Autodefensas Unidas de Colombia AUC). It is believed that he acted as the first armed leader in the organization in zones such as Cúcuta, Puerto Santander, Guaramito, La Vigilancia and San Faustino areas in Norte de Santander; besides being the person in charge of obtaining war material, weapons, and uniforms.

He was also in charge of training members of the structure for the different squads that commit crimes in the rural area of ​​Puerto Santander and surrounding areas.
