The investigations carried out by prosecutors of the Sectional Office in Bolívar and the so-called Grupo de Amenazas de la Dirección Especializada contra las Violaciones a los Derechos Humanos (Threat Group of the Specialized Directorate against Human Rights Violation) made it possible to establish that Ramiro Andrés Ramos Bolívar, apparently, recorded and published an intimidating video against the mayor of Cartagena ( Bolívar), Dumek Turbay Paz.
On March 12, an audiovisual recording was published on social networks in which a man wearing a balaclava anticipated violent actions against the governor and promoted blockades in the city due to the rejection of an administrative measure that prohibited people sitting on the rear seat of motorcycles.
The evidence indicates that Ramos Bolívar would be the author of the video, whose massive disclosure generated anxiety in the community and concern to the mayor about the possible effects on his integrity. In that sense, the Prosecutor’s Office charged him with threats against human rights defenders and public servants.
The alleged perpetrator pleaded guilty to the charges and apologized to the mayor of Cartagena and promised not to commit this type of act again.
