- In pandemic times, the Office of the Attorney General has been in more than 710,000 virtual hearings.
- The Attorney General visited different cities of the country (84 visits) to promote differential and focused strategies against crime and criminality.
- Regarding femicides, investigative advances were achieved in 94.79% of the cases; while in homicides of four or more victims, the advance in clarification was 70.05%.
The Attorney General´s first year in office has been a period of results, institutional presence, and greater investigative capacity in those regions in which citizens demand access and effective response from justice.
Since the Attorney General, Barbosa Delgado took office, he stated that he would be near people and territories. He stated that he would serve the communities from the regions, away from the headquarters. In 365 days of management, he has accomplished that. In the company of his executive staff, he took his office to 84 places in the country, acting directly in the territories.
In his trips, he consolidated an itinerant model, in which prosecutors and investigators travel to places where criminal facts take place in order to clarify them.
The pandemic began when he was just started as Attorney General, and the entity did not stop. Thanks to the implementation of the Strategic Direction in Covid-19 times (‘Direccionamiento Estratégico en tiempos de Covid-19’), the Office continued working and participated in 710,172 virtual hearings (among others: 155,931 requests for arrest warrants, 226,587 oral trials, 83,934 preliminary hearings, 54,105 hearings to bring charges and 39,802 convictions).
With the Strategic Direction 2020 – 2024, the Office of the Attorney General´s investigative capacity was focused on 4 main axes, in which highly relevant results have been achieved.
- Increasing the clarification of crimes that affect public safety and rural areas
Differential strategies in the territories and placing special emphasis on crimes that affect citizens have been decisive in achieving an advance of 70.05% in the clarification of murders of four or more victims; while in intentional murders went from 27.72% to 29.45% compared to the same period of the previous year.
- Human rights defenders
From the moment that the Attorney General, Francisco Barbosa Delgado, took office, he increased by 11 percentual points regarding the clarification of crimes against human rights defenders. It went from 52% in February 2020 to 63.5% in February 2021. The greatest advances were obtained in Magdalena, Boyacá, Bolívar, Nariño, Tolima and Caquetá, Departments in which murders of defenders were solved.
- Femicides
Between February 4, 2020, and February 4, 2021, 192 femicides occurred. 88.54% of the cases were clarified and 94.79% had investigative advances. In 20 of the 35 Sectional Offices of the Office of the Attorney General, there was 100% of clarifications.
- Crimes against women, children, and adolescents
Thanks to the prioritization of investigative actions in crimes that affect childhood and adolescence, there was an advance in the clarification of 37.92% of murders, 12.76% in sexual crimes, and 10.24% in domestic violence. In the latter criminal conduct, 3.019 preventive detentions were obtained.
On the other hand, concerning sexual violence offenses, the institution led 454 workgroups in which 1,110 events were prioritized, repeat offenders were identified, and women, children, and adolescents were considered as extreme risk population. Likewise, 444 people were arrested and prosecuted in four days of national operations against sexual aggressors.
- Micro-trafficking
In one year, 548 micro-trafficking networks were impacted, and 4,499 people were arrested. In different operations, about 200 tons of narcotics were seized (150 tons of marijuana and 48 tons of cocaine). Likewise, 200 laboratories were found.
- Animal abuse
The Office of the Attorney General brought 51 charges for this crime and took 53 cases to trial.
- Combating criminal organizations and economies
In the last year, 9,409 assets, valued at more than 12 trillion, were seized.
Moreover, 972 members of the ELN, “Los Pelusos”, dissidents from the FARC, “Clan del Golfo” and “Caparros” were arrested and prosecuted. 106 of the detainees are considered targets of high strategic value.
On the other hand, 28 organizations involved in drug trafficking received a hard blow and 487 people were arrested. The investigative processes allowed the seizure of more than 104 tons of cocaine hydrochloride, 6,300 kilograms of coca base, 26,741 kilograms of marijuana, 9.1 billion, 52 boats, 60 vehicles, and 7 semi-submersibles. Likewise, 128 laboratories were found and 2 clandestine tracks were disabled.
Concerning human rights violations, 251 arrests were carried out in 83 operations against illegal mining, deforestation, wildlife trafficking, trademark forgery, and adulteration of liquor, among other behaviors.
- Increasing the prosecution of crimes associated with corruption
The Special Task Group, which was created to investigate irregular actions in the management of resources during the pandemic, verified more than 6,000 thousand contracts exceeding 667 billion. As a result of the investigations, 3 governors (San Andrés, Chocó, and Putumayo) were charged; and 25 mayors, 4 councilors, 48 officials, 26 contractors, and 14 individuals were formally linked to the investigation.
Concerning facts associated with corruption, the Office of the Attorney General brought charges (4,701 accusations) and obtained 1,171 detention measures and 845 convictions.
- Provide the Office of the Attorney General with the appropriate physical infrastructure
106 billion were invested in technological renovation and improvements were made in the connectivity of 871 headquarters. In addition, new facilities in Popayán, Barranquilla, San José del Guaviare, and Santiago de Cali were built.
Some strategies were also developed to support the missionary and transversal processes of the institution with the maintenance and improvement of the physical infrastructure in 19 headquarters.
