The Office of the Attorney General summoned former governors of Amazonas Manuel Antonio Carebilla, Guillermo Marín Torres and César Antonio Lugo Morales to appear before court to face a formal accusation for their alleged responsibility for the execution of contracts without compliance with the legal requirements, ideological representation in a document and misappropriation.
The evidence collected by a delegated prosecutor before the Supreme Court of Justice allegedly shows that former officials would have hired the construction of two schools and one hospital for the Department of Amazonas three times.
The agreement was signed on February 15, 2016. Later, two agreements and two contractual addendum were approved. These processes would have violated the principles of transparency and planning since budget was not assigned in contracts.
