The Office of the Attorney General has enough evidence to demonstrate that the contractor received more than $5 billion despite the fact that work were never carried out.
The Office of the Attorney General charged the former manager of the water system company Empresa Ibaguereña de Acueducto y Alcantarillado (Ibal) Libardo Gutiérrez, for the execution of contract without compliance with the legal requirements. He allegedly executed contract No. 060 of 2011 with consortium Acualternos for constructing a section of the city’s alternate aqueduct system without the required designs, studies and the environmental permit, thus violating the principles of economy, responsibility and planning.
According to the prosecutor assigned to the Public Administration of the main city of Tolima who is leading the investigation, the contract had an initial cost of $ 6,351’851,852, but after all, it ended up costing $ 16,697’258,069 which exceeded the value that Ibal could pay. This cost raised since the contractor demanded an additional amount, which was not considered in the tender, to update the designs.
