The Office of the Attorney General brought charges against former urban planners Carlos Alberto Ruíz Arango and Eliney Esther Francis Llanos before the 13th Circuit Criminal Court in Medellín for the alleged commission of breach of Public Duty  in consistent sequence of serial crime, regarding the case of building so called Space which collapsed.

According to the evidentiary material, the Office of the Attorney General established that concerning the building permits more than 79 regulations on earthquake resistant issued in 1997 and 2010 were violated. Therefore, Ruiz Arango would have committed nine (9) offenses related to breach of Public Duty and Francis Llanos four (4) similar offenses.
