Criminal Investigation Team members in Cartagena (Bolívar) arrested José Luis Nisperuza Jaramillo, former Naval Officer, by virtue of  an arrest warrant issued by the 1st Criminal Judge in Turbaco with supervisory functions* for aggravated manslaughter with criminal negligence.

During preliminary hearings held before the 10th Municipal Criminal Court with supervisory functions (control de garantias) a preventive detention order was issued against this person since he did not plead guilty to the charges.

 

  1. In this case this Judge also has an additional function which is called in Spanish “juez ambulante” which means a judge who travels or moves throughout places/cities where  he/she is required.
