In compliance with the strategy of being present on the streets and in the territories, the Attorney General, Francisco Barbosa Delgado, accompanied by the Deputy Attorney General Martha Janeth Mancera, and the Delegate for Territorial Security, Luisa Obando Guerrero, arrived in the city of Neiva (Huila) to evaluate and prioritize investigative actions that benefit the inhabitants of that department.

During the meeting, the sectional director Daniel Severo Parada Bermúdez highlighted the most important advances in clarification of crimes in his region.

Advances in Huila

Concerning homicides, a 47% of clarification rate has been achieved, increasing 27 points compared to 2021, with an advance of 58.82% about homicides that occurred in Neiva. About homicides of women, the statistic is 66% of clarification.

In Algeciras, thanks to the work of the Prosecutor’s Office, the clarification of 21 of the 22 homicides that took place last year was achieved, which means an advance of 91.67%. It is noteworthy that to date there have been no homicides in this municipality.

Regarding domestic violence, the percentage of clarification is 43.26% compared to the 10.21% that was reached in the previous year.

In Huila, 24 people have been arrested as alleged members of criminal structures such as Los Galleros (drug trafficking) in Garzón (Huila); Los Halcones (thefts in Neiva), and Los Amc Servicios and Los Estafetas (fraud and other crimes) in Huila and other departments. Custodial measures were issued against all of them.

Concerning femicides, 100% progress has been made in the clarification, highlighting that, in less than 48 hours, in an inter-institutional work, a case that took place in the rural area of ​​Rivera (Huila) was clarified. On February 23, José Pacífico Calderón allegedly murdered his sentimental partner with a sharp weapon and then buried her a few meters from home. He pleaded guilty to the charges and was sent to prison.

The clarification of cases of sexual violence reached 33.63% compared to the previous year.

Outstanding cases about sexual crimes

-A person who would have sexually abused a woman after a party

The Prosecutor’s Office charged Jhon Arley Rocha Clavijo as allegedly responsible for the crimes of sexual assault or abusive sexual acts. Facts that took place on January 23 in the rural area of ​​Pacarni in Tesalia (Huila).

The defendant, after leaving a party with the drunk victim, presumably took her to a deserted area where he would have sexually abused her by force and then left her abandoned. A judge imposed a custodial measure.

In another case, Haiver Hernández Romero was summoned this Monday, March 14, to a hearing for his possible authorship in the crimes of aggravated violent sexual assault with aggravated intentional personal injuries.

On February 6, a 20-year-old girl took a moto-taxi service in Neiva, a situation that her driver would have taken advantage of to take her to the rural area of ​​Palermo (Huila) to commit sexual behavior against her using physical violence.

It should be noted that Hernández Romero, who has a sexually transmitted disease, was prosecuted on February 28 after being arrested in flagrante for similar acts in which another woman was the victim in the rural area of Huila.

A man who allegedly beat a woman to carry out sexual conduct without her consent

One last case occurred on December 25, 2021 in the rural area of ​​ Pedernal (Huila). The victim was walking to her house and Alexander Silva Vega allegedly took her to a solitary place where he severely beat her until she lost consciousness and violently sexually abused her.

The Prosecutor’s Office charged him with violent sexual assault and obtained a prison sentence against him.

Conviction of former mayor of Palermo

Víctor Ernesto Polanía Vanegas, former mayor of Palermo for the period 2004-2007, was arrested by CTI members in coordination with the Army on March 15 in Neiva (Huila)  to serve a 5-year prison sentence for his responsibility in the execution of a contract without complying with legal requirements and embezzlement by appropriation.

The Prosecutor’s Office demonstrated that the defendant carried out irregularities in the signing of the inter-institutional agreement 017 of 2004 with the so-called Caja de Compensación Familiar del Huila (Comfamiliar), whose purpose was the delivery of 6,000 school kits. The conditions for contracting the service were not met.

Polanía Vanegas also allowed Comfamiliar to obtain profits of more than 18 million pesos with the signing of the agreement, affecting the economic heritage of the municipality.
