In 2021, more than 73% of the illegal structures that were detected in the department were impacted and progress was made in the clarification of homicide rates.
The Attorney General, Francisco Barbosa Delgado, in the company of Deputy Attorney Martha Janeth Mancera; and the Delegate Director on Public Safety, Luisa Obando Guerrero, arrived in Puerto Asís (Putumayo) in order to strengthen the investigative actions to impact the criminal structures and advance in the clarification of the crimes of greater occurrence in the department.
The action plans that have been conducted made it possible to achieve a 41.61% clarification of homicides during this year, increasing 13.28 percentage points compared to 2020 which was 28.33%. In Mocoa, the main city of the department, the clarification of homicides is 100%. Likewise, concerning domestic violence there is an advance of 38.2% compared to the previous year, which was 12.73%; while in femicide cases, all of them have been solved and 100% clarification was reached.
- Alias Morocho, alleged member of the FARC dissent was arrested
One of the most outstanding results about homicides in Putumayo is the prosecution of Demetrio Mavisoy Rivera, alias Morocho, an alleged member of the 48th extinct FARC front known as ‘Comandos de la Frontera’.
This person was the alleged responsible for the murder of the brothers Jairo Bernabé and Milton Ariel Mojomboy Yapo, on April 22 of this year, in Puerto Guzmán (Putumayo).
The corpses of the victims were found near Puerto Rosario and El Cedro, and had signs of torture. One had nine gunshot wounds and the other corpse had one on the head. The investigators found a message that apparently belonged to a threat of alias Morocho.
The Office of the Attorney General brought Demetrio Mavisoy Rivera before a judge and charged him with aggravated homicide and homicide. The defendant did not plead guilty to the charges and must serve a prison sentence.
- Results against criminal organizations
The joint work of the Attorney General´s Office, the National Police and the National Army allowed the arrest of 65 alleged members of criminal structures that committed local drug trafficking, theft and extortion in Mocoa, Villagarzón, Puerto Caicedo, Puerto Asís, Sibundoy and Orito.
Thanks to the conclusive evidence, custodial measures were issued for all the arrested people. This has meant the dismantling of 11 criminal structures, 73.3% of the illegal groups identified in the department.
Some of the affected gangs are: Las Kokas, which extorted men searching sexual services online in Puerto Asís; also Los Amigazos, which would be involved in the sale of drugs (homedelivery) in Sibundoy, Colón and Santiago; and Los Guerros, that committed armed robberies in the rural area of Mocoa.
The most recent result produced is the arrest of 10 people who would be part of Los Comisionistas IV, and would be responsible for micro-trafficking activities in Bajo Putumayo. The Office of the Attorney General charged them with crimes such as: aggravated criminal conspiracy; aggravated trafficking, manufacture or possession of drugs; illegal possession of weapons; and bribery. All the defendants received custodial measures.
