The Office of the Attorney General charged Nelson Humberto Melgarejo Angarita, former mayor of the municipality of Tipacoque (Boyaca) with the execution of a contract without complying with the legal requirements, misappropriation in favor of third parties and ideological representation. 

The investigation carried out by a prosecutor of the Public Administration Unit (Unidad de Administración Pública), Branch Office in Boyaca, showed that in November 2016 the then-mayor Melgarejo, signed a verbal contract to install the Christmas lights  in the municipality; however, once the work ended, the payment was not made to the contractor. 

Through inquiries, inspections, selective database searches, obtaining documents and contractual analysis, it was possible to establish alleged irregularities in the process and execution of the aforementioned contract whose value was $40,000,000. 

It was established that the governor breached the contracting requirements when he allegedly verbally contracted the lighting. 

Likewise, it was determined that the mayor signed in parallel an association agreement with a non-profit society for the same purpose, duplicating the object of the contract.  

In the case of the agreement which was not executed as the installation had already been done by the previous contractor, the 40 million were paid.
