The Office of the Attorney General charged three people with misappropriation for the profit of third parties and execution of contracts without compliance with the legal requirements. They would be involved in irregularities that were committed in contracts for logistical and operational support for the VI Summit of the Americas in Cartagena 2012.

According to evidence, the contract signed between Unión Temporal Cumbre de Las Américas and the Ministry of Foreign Affairs, whose value amounted to 43 billion pesos, had an addition in budget of 12 billion pesos to allegedly cover activities that were considered in the initial contract, such as: health services, unforeseen expenses and general expenses.
