The Office of the Attorney General established the legal status of the former official and ordered his arrest as allegedly responsible for aggravated criminal conspiracy and forced disappearance of persons.

According to the evidence and testimonies gathered by the Office of the Attorney General, the disappearances of Claudia Patricia Monsalve Pulgarín and Ángel José Quintero Mesa, members of Asfaddes Association (Asociación de Familiares de Detenidos y Desaparecidos (Asfaddes))* would be related to several homicides and crimes that took place in Medellín (Antioquia) between 1997 and 2001, for which some members of the so-called Gaula Rural of the National Police have been prosecuted.

A prosecutor of the Specialized Directorate against Violations of Human Rights found information that would link the commander of the above mentioned unit (at that time), Colonel Mauricio Alfonso Santoyo Velasco (at that time), in the disappearance of the two human rights defenders, therefore, he ordered the arrest of the retired official.
