Charges were brought by a prosecutor belonging to the Unit on Crimes against Public Administration (Unidad de  Delitos contra la Administración Pública) against Ricardo Roberto Ramirez Moreno, former technical assistant manager of the so-called Fondo de Vigilancia y Seguridad de Bogotá (FVS)* and Gustavo de León Bonolis, former administrative assistant manager of the same institution.

Facts took place in February 2013 when bidding specifications were proposed in a public tender by the so-called Fondo de Vigilancia y Seguridad de Bogotá. Its purpose was to carry out precautionary and corrective maintenance of properties in charge of Fondo de Vigilancia y Seguridad de Bogotá. The construction contract was awarded to the company AMR Construcciones S.A.S to the value of COP 3.333´400.000.
