Notices to appear have been filed by Office of the Attorney General due to the the collapse of a building in Blas de Lezo neighborhood

Engineer Wilfran Quiroz Ruíz appeared before the Office of the Attorney General but he refused to be subjected to the fingerprint collection process

Engineer Wilfran Quiroz Ruíz and his wife, Maricela Cabarcas Merchan, appeared before the Office of the Attorney General since they were summoned to be questioned within the framework of an investigation about the collapse of a building in the so-called Blas de Lezo neighborhood in Cartagena on April 27.

As a consequence of this fact, 21 people died and 22 were injured.

During the proceeding, members of the Office of the Attorney General asked Quiroz Ruiz to cooperate with the identification process in which fingerprints´ collection is necessary  to confirm the defendant´s full identity but he refused to do that and he stated that he was only willing to  provide the identification card. Therefore, it was not possible to conduct the inquiries.
