Former Councillor Hipolito Moreno who was convicted in the case of “contracting carousel”2 in Bogotá and summoned to testify before the First Criminal Circuit Court claimed that former councilor Orlando Parada Diaz benefited from 50 appointments at Unidad de Mantenimiento Vial (UMV) in the middle of 2009.

Parada Diaz who was elected from 2008 to 2012 by popular vote was charged by the Delegate Prosecutor before the Supreme Court with  exercise of undue influence as he and Iván Hernández Daza agreed to appoint 50 people at Unidad de Mantenimiento Vial UMV* for his benefit, for the benefit of individuals and third parties.

1.Unidad de Mantenimiento Vial (UMV): one of the aims of this unit is to schedule and perform works in order to preserve public roads and provide assistance in situations that make mobility in the city difficult, among others.

2.Contracting carousel: Carrusel de la contratación (in Spanish) it is an investigation into corruption and irregularities concerning  public construction.
