In consequence of Luis Carlos Galan Sarmiento assassination, the National Unit of Human Rights and International Humanitarian Law of the Office of the Attorney-General has issued an arrest warrant against the then Police Commander in Soacha town and against the head of the Office of Public Order of “DAS”, as co-conspirators in aggravated homicide.
The retired police mayor, Luis Felipe Montilla Barbosa, at that time, police Commander of the District of Soacha, who because of his position, on August 18, 1989, he was the directly, legally and constitutional responsible for the protection of the presidential candidate Luis Carlos Sarmiento, during the political mass meeting held that day in the main square of this municipality.
The Prosecutor’s decision also covers Manuel Antonio González Henríquez, at that moment, head of the Office of Public Order of the Administrative Department of Security DAS, whose function was to lead and coordinate the security of the presidential candidate, which infers maximum care in this activity related to protection towards the political leader.
The arrest warrants were issued by the National Unit of Human Rights and International Humanitarian Law to solve the legal status of the two involved covered by a remand in custody without benefit of release as alleged responsible for the aggravated homicide of Luis Carlos Galán and Santiago Cuervo Jimenez and Pedro Nel Bonilla Anguilo, members of security plan, both DAS officials.
