These units facilitate the citizens’ access to the adminis­tration of justice through an ongoing and permanent service. They attain the efficiency of the action and offer a timely answer to the community needs.

URI’s provide an ongoing and permanent service 365 days a year, 24 hours a day with units located strategically throughout the country. Such units are comprised of district attorneys with management and coordination duties regarding their working teams; a group of investigators and technicians ascribed to the Prosecutor General’s Corps of Technical Investigators at the Office of the Attorney General, Sijin, National Colombian Legal Medicine and Forensics Sciences Institute, and the Public Ministry.

They approach the community to the administration of justice. Besides, they provide service to the victims of the offense and apply alternate forms of conflict solutions through a pedagogical methodology and sensibilization.

In those cases which require an official complaint, citizens find opportune information in this management model so that before they can start any investigative process, the victims and aggressors have access to the institution to reach an agreement and receive guidance regarding the entity that shall know of the case effectively.

SAU’s inform the community on alternatives to solve conflicts through settlement. This tool avoids case load of investigations and offers speed and efficiency to the accusatory criminal system.

This management model counts on psychologists, social workers and lawyers to guarantee the compliance with the application of “restorative justice” mechanisms, especially regarding the pretrial settlement.

They are centers of information, guidance, reference and provision of services to solve conflicts, in which mechanisms are applied and executed, aimed at promoting tolerance and living in community.

At Justice Centers citizens are offered comprehensive action spaces in justice. The community and officials are educated on alternative mechanisms to handle conflicts through conciliation.

The active participation of the community concerning diagnose and conflict solution, which contributes to building a pacific life in community.

The presence of the Office of the Attorney General at Justice Centers is concreted through settlement of crimes instituted through criminal complaint and guidance and reference whenever we are facing an offense different from this procedure.

Through inter-institutional work, Centros de Atención e Investigación Integral a las Víctimas de Delitos Sexuales, CAIVAS, [Customers’ Service Centers for Comprehensive Investigations for Victims of Sexual Offenses], and Centros de Atención e Investigación Integral contra la Violencia Intrafamiliar, CAVIF, [Customers’ Service Centers for Comprehensive Investigations against Intra-family Violence] provide opportune and efficient service to victims and individuals involved in the offenses against freedom, integrity and sexual education, trafficking in persons and intra-family violence, within a framework of respect for human dignity.

They focus their attention and efforts on a dignified treatment to women, men, children, and adolescents who have been victims within criminal procedures for the purpose of avoiding their dual victimization.

CAIVAS and CAVIF manage and participate actively in actions aimed at fostering rights and prevention of their violation so that the activities carried out involve the attention not only to the victims but also to members of the family nucleus.

Since intra-family and sexual abuse acts require preventive actions of protection and sanction, the Office of the Attorney General put into practice Centros de Atención e Investigación Integral a las Víctimas de Delitos Sexuales, CAIVAS, [Customers’ Service Centers for Comprehensive Investigations for Victims of Sexual Offenses], and Centros de Atención e Investigación Integral contra la Violencia Intrafamiliar, CAVIF, [Customers’ Service Centers for Comprehensive Investigations against Intra-family Violence] as models of inter-institutional and inter-disciplinary management aimed at restore immediately all the violated rights and avoid these kinds of behavior repeat in the same individuals or other members of the family nucleus.

Thereby, these units offer the citizen attention in the psychology, social, legal, medical-legal and investigative fields so that recuperation can be promoted, and self-protection mechanisms are generated, which might eventually prevent they are victims of these offenses again.
