Marcos Tulio Pérez Guzmán alias El Oso, a “postulado”* in the Justice and Peace Law was excluded by the Justice and Peace Chamber in Barranquilla  from the transitional justice process since it considered that he did not comply with his  legal obligations, particularly, during his statements as he denied any responsibility for sexual offenses committed in the small towns La Libertad, Sabanetica and Alto de Julio in the municipality of San Onofre (Sucre).

On 30th January 2007, alias ​​El Oso, former commander of Golfo de Morrosquillo Front,  Montes de  Maria Bloc, for the United Self Defense Forces in Colombia who demobilized on 14th July 2005 was nominated by the Government in order to obtain the benefits from Law 975 of 2005.

*Postulado: demobilized members of illegal armed groups who postulated to obtain a benefit from the Justice and Peace Law.
