In development of the presentation of the reform of the Prosecutor’s Office, the Director of the school of studies and criminal investigations and forensic sciences, Víctor Alberto Quinche unveiled the scope of the creation of the University Institution and how it will be launched in the course this year.
Stressed the official that the creation is the necessary result huge demands both institutional and social, organizational transformations and the same State of the development of knowledge. He added “public and private educational institutions in the country have a limit in its possibilities to provide professionalization to the officials of the Prosecutor’s Office, since the internal management of the work of the Prosecutor’s Office only knows the institution and the others do not have access to the form is generated, is produced and circulating knowledge”.
The University was created through an arduous process. In the first stage, during eight months, internal groups of the school worked in the socio-economic feasibility study which was approved by the Ministry of national education and enabled the creation. One speaks then of two processes, which led to the reform of the Prosecutor’s Office and moreover, that of external institutional demands for control and quality accreditation that required the elaboration of documents where was included the pedagogical model, the project and the features that will have this institution.
“The transformation of the school is for the professionalization and training of all officials of the entity, thus the effort to create the University institution is a feature that accompanies the organizational change”, specified Quinche.
The pedagogical model of the University institution is specific, specially created to the objective of officials training, which combines the elements of education for seniors, with the technological elements in education that will allow to reach the largest number of officials required to develop the learning.
The official said that “the basic structure of the institution is the same as an university institution, this means that will have a Board of directors who will interpret the needs in training, training and professionalization of the officials of the Prosecutor’s Office, and according to the law, those knowledge have direct relation with the development of the criminal proceedings and the promotion of the social State of law”.
In principle it will be in Bogota, but creation Decree covers the possible extension to other regional in the country, with virtual media that are already insured under the international cooperation in the country. The needs of all officials of the FGN, both in Bogotá and in the rest of the cities in a phased manner will be met.
Programs offering, are allowed according to the law 30, these are degrees of all levels undergraduate offering higher education in Colombia and postgraduate qualifications, at least at the levels of specialization and master’s degree. Subsequently, and in accordance with the plan of strategic development, will be links with specific universities in order to offer training at the doctoral level.
In 2014, under the decrees of the Education Ministry, the institution must generate the master documents enabling it to register and accredit its educational programs with the standards of the National Council for accreditation and accreditation of the University leagues international standards. So in the first half, “We hope to sign a technological undergraduate in criminal investigation with a concentrated classroom component and a component of distance education, allowing officials of the CTI in Bogota and other cities advancing these undergraduate courses”, said the Director of the school.
Concluded the officer “in the second half we will start with two specialization programs, one in abilities of investigation and accusation, which is a specific programme for prosecutors who currently provide services in the entity; and a specialization in skills of argumentation, critical thinking and legal hermeneutics. The projection of this program was set at the institutional vision, because we at 15 years hope to be the reference point as institution accredited nationally and internationally, in what has to do with the creation and development of the knowledges that are linked with the criminal process”.
