Attorney General between 1997 and 2001
He created the Special National Prosecutors’ Units for Offenses against Public Administration, Copyright and Counter-Narcotics and Maritime Interdiction. Moreover, he implemented Rooms for Users’ Attention (“Salas de Atención al Usuario”) and the Comprehensive Attention Center for Victims of Sexual Offenses (“Centro de Atención Integral a Víctimas de Delitos Sexuales) in Bogotá and Villavicencio.
He developed the National Plan for Backlog with Quality and Monthly Follow-ups at Sectional Prosecutors’ Offices, and began to combat those individuals involved in investigations related to the detriment of the State patrimony.
He fulfilled the decentralization of the Forensic Service at the Instituto Nacional de Medicina Legal (National Legal Medicine Institute), when this entity turned into an ascribed organism at the Office of the Attorney General.
During his administration, bills were drafted and submitted to the Congress of Colombia, which were passed and turned into the new Criminal Code and Criminal Procedural Code that entered into force on July 24, 2001.
