Four hours after the opening of the polls in the country on the occasion of the legislative elections and the inter-party consultations, the command post Puesto de Mando Unificado PMU, arranged by the Attorney General’s Office and the National Police, has been monitoring the public order and acts that can be a risk for the free exercise of the vote.
The judicial police reports indicate that there were four arrests in the flagrante delicto, two of them related to the democratic event. Two men were arrested near SENA headquarters in Bucaramanga (Santander), who would be distributing electoral advertising and offering envelopes with $10,000 in cash. Those people arrested were transferred to the immediate reaction unit (Unidad de Reacción Inmediata URI) to carry out the acts prior to their appearance before a judge.
On the other hand, 16 arrests were carried out in Arauca, Santander, San Andrés Islas, Bolívar, Norte de Santander, Cundinamarca, Tolima, Antioquia, Huila, Risaralda, Magdalena and Sucre. In this case, these are people who approached the polling place and when their criminal records were verified, it was found that they had current court orders against them.
Electoral complaints
During the day, the Prosecutor’s Office received from the unit URIEL 32 reports of possible electoral crimes, most of them related to corruption of voters (15), illegal vote (9) and criminal restraint to the voter (4).
As part of an investigative work carried out in the Atlantic Coast for the alleged purchase of votes, CTI personnel from the Sectional Office in Bolívar carried out two home searches in the Manga sector, in Cartagena (Bolívar); and in Guaranda (Sucre).
In these procedures, notebooks with lists of names, identity documents, and possible value in pesos were found; in addition to completed checkbooks, a checkbook, and other documents with percentages and data from voting juries in the region.
The elements found were subjected to legal control before a judge. The investigations remain active.
In Arauca, the Prosecutor’s Office appointed a specialized team to monitor activities in the border area. This group is made up of the sectional director and national-level delegates who guide the judicial work.
Public order
The PMU processed information related to acts of violence, and terrorist actions in Meta, Atlántico, Cesar, Magdalena, Nariño, and Bogotá.
The most relevant events that took place:
- In the rural area La Cristalina Lozada, in La Macarena (Meta), an explosive device was activated near a polling place of the so-called Circunscripción Especial Territorial de Paz. An Army guide and his canine died.
- In the rural area La Novia Celestial, in San Vicente del Caguán (Caquetá), a soldier died and another was injured by the detonation of an explosive.
Finally, four people who had been reported as missing people arrived at the polling stations, and the respective survival certificates were signed.
