The defendants allegedly fired at the officers when they went to control a dance in which the music was so loud

The Attorney General, Francisco Barbosa Delgado and General Jorge Luis Vargas Valencia, director of the National Police, announced the clarification of the murder of the officers Sandra Marcela Pérez Hoyos and Leibiston Manuel Ortiz Rocha, which occurred on October 31 in Nueva Guinea neighborhood in San Andrés.

“The investigation that was conducted by the Attorney General´s Office allowed a judge to send Charles Franco Torres, Zamir Franco Torres,  Neidan Ernan Garzón Stephens and Luis Miguel Santos Marrugo to prison for the officer’s death”, stated the Attorney General Barbosa. The arrests were conducted on November 2 by CTI, Dijín and Sijín officers.

The Attorney General Barbosa also referred to the charges: “The offenses are aggravated homicide and manufacturing, trafficking and possession of firearms. Due to the conclusive evidence, Zamir Franco Torres pleaded guilty to the charges”.

According to the investigation, on October 31 the officers arrived at a party in the Nueva Guinea neighborhood in San Andrés to ask the people to turn the music off as they were using a speaker called ‘Pick Up’ and they were disturbing the tranquility of the inhabitants who had complained about the situation, but after the request, the officers were injured with firearms and blunt weapons, apparently by four of the attendees.

The officers Leibiston Manuel Ortiz Rocha and Sandra Marcela Pérez Hoyos were injured in the incident, and they died due to their injuries.

The Attorney General sent a forceful message: “As the Attorney General, I also want to offer my condolences to all the victims’ relatives, and also to offer my condolences to the National Police, which is a fundamental actor, vital for the work of the institutional protection of the country and they have to know that they can count on the Office of the Attorney General and on the 25 thousand public servants that the entity has for protecting the institutionality”.
