The evidence presented by the Office of the Attorney General allowed to finish an extensive trial and the conviction of the former Mayors of Barranquilla (Atlántico) Bernardo Hoyos Montoya and Guillermo Enrique Hoenisgberg Bornacelly to 7 and 9 years in prison, respectively, for their responsibility in hiring and paying in a irregular way works of remodeling and adaptation of a building where the Mayor’s Office was going to be located.
Alcibiades de Asís Bustillo Cervantes, contractual auditor; and Fernando Jorge Thorne Brown, contracted architect to whom the contract was awarded, were also sentenced. With the decision, the then-Treasury Secretary, Oswaldo Ernesto Saavedra Ballesteros was absolved.
The Third Criminal Court of the Circuit of Bucaramanga (Santander) found Hoyos, Bustillo, and Thorne guilty of embezzlement and sentenced them to 7 years in prison. Hoenisgberg must serve 9 years in prison for embezzlement with a series of similar crimes. All must pay an individual fine of $ 10 million and a joint fine of $ 3,471 billion.
