{"id":39864,"date":"2021-05-02T17:09:38","date_gmt":"2021-05-02T22:09:38","guid":{"rendered":"https:\/\/www.fiscalia.gov.co\/colombia\/en\/?p=39864"},"modified":"2021-05-03T23:53:07","modified_gmt":"2021-05-04T04:53:07","slug":"the-office-of-the-attorney-generals-assessment-of-investigations-and-clarification-of-criminal-acts-during-the-national-strike","status":"publish","type":"post","link":"https:\/\/www.fiscalia.gov.co\/colombia\/en\/2021\/05\/02\/the-office-of-the-attorney-generals-assessment-of-investigations-and-clarification-of-criminal-acts-during-the-national-strike\/","title":{"rendered":"The Office of the Attorney General&#8217;s assessment of investigations and clarification of criminal acts during the national strike"},"content":{"rendered":"<p><em>The investigative actions that were carried out allowed 278 arrests, 83 indictments and 18 security measures.<\/em><\/p>\n<p>In response to the public order situation presented since April 28, when the national strike was announced, the Office of the Attorney General stayed alert and was prepared with special prosecutors and investigators throughout the territory to investigate and prosecute those responsible for acts that affect the legitimacy of the protest and commit criminal acts, vandalism and terrorism.<\/p>\n<p>In this sense, the Attorney General, Francisco Barbosa Delgado, chaired this May 2nd, a meeting with his executive team and the sectional directors to know first-hand the situation in the regions and the effects of the protest.<\/p>\n<p>In this regard, measures were established to collect information on the events, such as mobile patrols of investigators of the Technical Investigative Corps (Cuerpo T\u00e9cnico de Investigaci\u00f3n CTI) who went to hospitals to receive complaints from people who were injured in the riots.<\/p>\n<p>On the other hand, the Office of the Attorney General is carrying out the investigations to collect the evidence and clarify the death of 7 people who, according to the preliminary information, were victims in events directly related to the strike. Five cases, including that of a minor, occurred in Cali (Valle del Cauca); that of the Police Captain Jes\u00fas Alberto Solano in Soacha (Cundinamarca) and another one in Ibagu\u00e9 (Tolima).<\/p>\n<p>Regarding the events that took place in Cali, 2 prosecutors were designed to deal with murder cases, 1 with attacks against public servants, and 17 prosecutors at the Immediate Reaction Unit (Unidad de reacci\u00f3n Inmediata URI) to receive citizens&#8217; complaints related to thefts, receiving stolen property, illegal possession of weapons and damage to someone else&#8217;s property.<\/p>\n<p>Meanwhile, a Command Post (Puesto de Mando Unificado \u00a0PMU) was created in \u00a0Bogot\u00e1 with a prominent team of prosecutors working on a pilot plan to determine whether the homicides that occurred in this period are related or not to the strike.<\/p>\n<p>Likewise, in Medell\u00edn, some members of the Technical Investigative Corps with the support of the Police and the National Army impacted the financial and military wing of the criminal gang La Miel, which worked for the criminal structure Clan del Golfo in southwestern Antioquia. 7 short and long-range firearms, 1090 cartridges of different caliber, 03 MGL grenades, 30 pounds of marijuana, 2 kilos of cocaine and more than $88 million were seized, apparently derived from extortions and the sale of narcotics.<\/p>\n<p>Also, uniforms and insignia for the exclusive use of the Military Forces were found; as well as several pamphlets that would be distributed in the southwest of Antioquia, during the days of protest.<\/p>\n<p><strong>National balance<\/strong><\/p>\n<p>During the strike, other criminal acts that will be investigated, were reported:<\/p>\n<ul>\n<li>167 acts of vandalism agaisnt buses (147 in Bogot\u00e1; 16 in Cali, 1 in Cauca, 1 in Huila and 2 in Risaralda).<\/li>\n<li>87 attacks against the Mass Transportation Systems (50 against MIO in Cali, 35 against Transmilenio in Bogot\u00e1 and 2 against Transmetro in Barranquilla).<\/li>\n<li>9 vehicles were burned (Bogot\u00e1, Cauca, Huila and Risaralda).<\/li>\n<li>149 damages to property.<\/li>\n<li>22 acts of vandalism against CAI (10 in Cali, 8 in Bogot\u00e1, 1 in Neiva, 2 in Risaralda and 1 in Santa Marta).<\/li>\n<li>8 headquarters of the Office of the Attorney General were attacked (Cali 2, Popay\u00e1n 1, Facatativ\u00e1 1, Soacha 1, Bogot\u00e1 1, Tunja 1 and Barranquilla 1).<\/li>\n<li>A car belonging to the Office of the Attorney General was attacked in Cali.<\/li>\n<li>136 riots.<\/li>\n<li>269 roads blocked<\/li>\n<li>399 members of the National Police were injured in cities such as Bogot\u00e1, Medell\u00edn, Cali, Bucaramanga, Pereira, Pasto, Popay\u00e1n, Neiva and Armenia.<\/li>\n<\/ul>\n<p>Due to the different facts that occurred during the strike, 278 people were arrested, 83 have already been charged with crimes, and the rest are in the process of being prosecuted, 18 have a security measure (11 in a prison and 7 \u00a0house confinement) and \u00a010 non-custodial sentences.<\/p>\n<p>The Office of the Attorney General charged them with violence against a public servant, obstruction of the public road, damage to someone else&#8217;s property and theft, according to their degree of responsibility.<\/p>\n<p>When we speak, results follow.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The investigative actions that were carried out allowed 278 arrests, 83 indictments and 18 security measures.
