{"id":38986,"date":"2020-07-24T11:14:23","date_gmt":"2020-07-24T16:14:23","guid":{"rendered":"https:\/\/www.fiscalia.gov.co\/colombia\/en\/?p=38986"},"modified":"2020-07-27T17:30:18","modified_gmt":"2020-07-27T22:30:18","slug":"the-treasury-secretary-and-a-former-official-of-the-municipal-administration-of-puerto-leguizamo-putumayo-arrested-for-alleged-irregularities-in-health-contracts-in-2015","status":"publish","type":"post","link":"https:\/\/www.fiscalia.gov.co\/colombia\/en\/2020\/07\/24\/the-treasury-secretary-and-a-former-official-of-the-municipal-administration-of-puerto-leguizamo-putumayo-arrested-for-alleged-irregularities-in-health-contracts-in-2015\/","title":{"rendered":"The Treasury Secretary and a former official of the municipal administration of Puerto Legu\u00edzamo (Putumayo) arrested for alleged irregularities in health contracts in 2015"},"content":{"rendered":"<div class=\"_2le66D_cFAbkq67CrgZcmE\">\n<div class=\"\">\n<div class=\"wide-content-host\">\n<div class=\"B1IVVpQay0rPzznhParFr KcNy0Xfd9-is-_CEp3QOI\" tabindex=\"-1\">\n<div>\n<div class=\"_3U2q6dcdZCrTrR_42Nxby JWNdg1hee9_Rz6bIGvG1c allowTextSelection\">\n<div>\n<div>\n<div dir=\"ltr\">\n<div>\n<p><span lang=\"en-US\">Before a supervisory judge, the Office of the Attorney General\u00a0<\/span><span lang=\"en-US\">\u00a0<\/span><span lang=\"en-US\">charged\u00a0<\/span><span lang=\"en-US\">\u00a0<\/span><span lang=\"en-US\">the current Secretary of the Treasury of Puerto Legu\u00edzamo (Putumayo), Rafael Mauricio Franco Rodr\u00edguez; and the former Secretary of Planning of the municipality, Manuel Ignacio Guzm\u00e1n Rubiano with execution of a<\/span><span lang=\"en-US\">\u00a0<\/span><span lang=\"en-US\">contract\u00a0<\/span><span lang=\"en-US\">\u00a0<\/span><span lang=\"en-US\">without compliance with the legal requirements, ideological falsehood, and embezzlement.<\/span><span lang=\"en-US\">\u00a0<\/span><\/p>\n<p><span lang=\"en-US\">The Office of the Attorney General investigates the defendants for the alleged irregularities in the contracting in the year 2015 when the first mentioned person held the same position as at present, and the latter, as the then Secretary of Planning with functions of an interim mayor.<\/span><\/p>\n<p><span lang=\"en-US\">Thanks to judicial work, it was possible to determine alleged inconsistencies in the signing of two contracts in that year, each with a value of 12 million, whose \u201cobject\u201d was to update the analysis of the health situation in 2013 and 2014 by characterizing, measuring and explaining the health and sickness profile of a population.<\/span><span lang=\"en-US\">\u00a0<\/span><\/p>\n<p><span lang=\"en-US\">The Office of the Attorney General established that the person registered as the contractor never signed or presented a document to apply to said contracts.
