{"id":38943,"date":"2020-07-14T09:47:39","date_gmt":"2020-07-14T14:47:39","guid":{"rendered":"https:\/\/www.fiscalia.gov.co\/colombia\/en\/?p=38943"},"modified":"2020-07-14T18:06:32","modified_gmt":"2020-07-14T23:06:32","slug":"charged-former-paramilitary-chief-alias-julian-bolivar-and-245-more-postulates-of-the-bolivar-central-block-due-to-4114-criminal-acts-in-the-framework-of-the-armed-conflict","status":"publish","type":"post","link":"https:\/\/www.fiscalia.gov.co\/colombia\/en\/2020\/07\/14\/charged-former-paramilitary-chief-alias-julian-bolivar-and-245-more-postulates-of-the-bolivar-central-block-due-to-4114-criminal-acts-in-the-framework-of-the-armed-conflict\/","title":{"rendered":"Charged former paramilitary chief alias Juli\u00e1n Bol\u00edvar and 245 more postulates of the Bol\u00edvar Central Block due to 4,114 criminal acts in the framework of the armed conflict"},"content":{"rendered":"<p><span lang=\"en-US\">The events attributed to this structure, committed between 1994 and 2006, caused more than 5,700 victims in at least 11 areas of the country.<\/span><\/p>\n<p><span lang=\"en-US\">After a year and a half of hearings before the Justice and Peace Chamber of the Superior Court of the Judicial District in Bogot\u00e1, the Office of the Attorney General ended the stage of bringing charges in the process that is being carried out against the former paramilitary commander Rodrigo P\u00e9rez Alzate, alias Juli\u00e1n Bol\u00edvar; and 245 more postulates* from the Central Bol\u00edvar Block (Bloque Central Bol\u00edvar (BCB) in Spanish).<\/span><\/p>\n<p>The Office of Transitional Justice, through the prosecutors in charge of investigating the acts committed by the BCB of the United Self-Defense Forces of Colombia (Autodefensas Unidas de Colombia AUC in Spanish), seeks to guarantee the rights to truth, justice, and reparation for more than 5,700 victims.<\/p>\n<p><span lang=\"en-US\">\u00a0<\/span>Between January 17, 2019 and July 10, 2020, the Office of the Attorney General filed 4,114 charges against the postulates for actions committed between 1994 and 2006 in the areas of Santander, Norte de Santander, Bol\u00edvar, Antioquia, Boyac\u00e1, Caldas, Risaralda, Huila, Caquet\u00e1, Nari\u00f1o, and Putumayo.<\/p>\n<p><b><span lang=\"en-US\">Chronology of accusation<\/span><\/b><\/p>\n<p><span lang=\"en-US\">In February and May 2019, the Office of the Attorney General filed 1,181 charges for exactions (787), forced displacement (74), forced disappearance (50), murder (231), other crimes (29), all committed in Santander between 2000 and 2006.<\/span><\/p>\n<p><span lang=\"en-US\">In May, July and September 2019,\u00a0\u00a0622 charges were brought for the crimes of forced disappearance (182), forced displacement (182), murder (236), gender-based violence (45), illegal recruitment (21) and other crimes (11) committed in Bol\u00edvar (from 1998 to 2006) and Antioquia (from 1997 to 2005).<\/span><\/p>\n<p><span lang=\"en-US\">Also, in September 2019 and March 2020, the Office of the Attorney General brought 1,563 charges for the offenses of murder (775), forced disappearance (165), forced displacement (392), kidnapping and others (149), illegal recruitment (3), exactions and appropriation of protected assets (60), gender-based violence (19) and forced disappearance (16) that were carried out in Santander, Boyac\u00e1, Norte de Santander, Caldas, Nari\u00f1o and Risaralda during April 1994 and December 2005.<\/span><\/p>\n<p><span lang=\"en-US\">*Postulado: a term used to refer\u00a0<\/span><span lang=\"en-US\">to demobilized members of illegal armed groups who postulated to obtain a benefit from the Justice and Peace Law<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The events attributed to this structure, committed between 1994 and 2006, caused more than 5,700 victims in at least 11 areas of the country.
