He allegedly executed contract No. 060 of 2011 with consortium <em>Acualternos<\/em> for constructing a section of the city&#8217;s alternate aqueduct system without the required designs, studies and the environmental permit, thus violating the principles of economy, responsibility and planning.<\/p>\n<p>According to the prosecutor assigned to the Public Administration of the main city of Tolima who is leading the investigation, the contract had an initial cost of $ 6,351\u2019851,852, but after all, it ended up costing $ 16,697\u2019258,069 which exceeded the value that <strong><em>Ibal<\/em><\/strong> could pay.
