They were accused of the alleged execution of contracts without compliance with the legal requirements.<\/p>\n<p>The pieces of evidence that were gathered by a prosecutor of the Special Direction against Corruption show alleged irregular activities committed between April and November 2009 in the awarding and execution of a contract to <strong>manage, supervise and monitor a project in the Refinery of Cartagena whose initial value exceeded 95 million dollars. <\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Orlando Jos\u00e9 Cabrales Mart\u00ednez and\u00a0 Felipe Castilla Canales allegedly \u2018directly\u2019 awarded a millionaire contract to manage, supervise and monitor a project.
