The authorities who conducted the arrest were members of the National Directorate of specialized judicial police (Direcci\u00f3n Nacional de Articulaci\u00f3n de Polic\u00edas Judiciales Especializadas), Homeland Security Investigation (HSI) Team, DIJIN from National Police and Colombian Migration Authorities.<\/p>\n<p>According to investigations, the facts occurred on July 11, 2007 in the municipality of Soacha (Cundinamarca) when Moreno Romero injured the victim with a blunt force weapon.
