The sixth Criminal Court\u00a0 of Manizales, with functions of supervising judge issued a\u00a0 preventive detention\u00a0 order against former Mayor of Manizales, Juan Manuel Llano Uribe, due to misappropriations occurred in the acquisition of the seats for Palogrande Stadium.<\/p>\n
The decision also affects Raul Diomedes Guerrero Laverde, technician of the manufacturing industry of\u00a0 Guerfor S.A. chairs, and\u00a0 Nicol\u00e1s Fernando M\u00e9ndez Borda, external adviser as \u00a0the Prosecutor’s Office charged them with embezzlement by appropriation and undue interest in the execution of contracts.<\/p>\n
The administration of the municipality signed the above mentioned contract with Guerfor company\u00a0 before the U-20 World Cup 2010, which would have incurred in a\u00a0 overrun of approximately 500 million pesos.<\/p>\n
As it could be established, the Mayor\u2019s Office of Manizales allegedly paid a 30 percent more than other cities such as\u00a0 Pereira (Risaralda) and Armenia (Quind\u00edo)\u00a0 for the same seats, to this company.<\/p>\n
The Defense appealed the decision. However, the defendant\u00a0 will remain under arrest for the offenses of embezzlement by appropriation, undue interest in the execution of contracts and contract without compliance of\u00a0 legal requirements.<\/p>\n
Last week, the General Prosecutor’s Office also charged Roberto Arias Aristizabal, former Secretary of Planning Office ; Orlando Marin Mejia, the Former Chief of Goods Maintenance Group from the\u00a0 municipality; Esperanza Salazar Grisales, Legal ex-secretary; Carlos Arturo Buritic\u00e1 Atehort\u00faa, former Secretary\u00a0 of Sports; Javier Eduardo Torres Mart\u00ednez, former Secretary of Public Works; Gilberto Antonio R\u00edos S\u00e1nchez, employee from\u00a0 the Department of public works; Dario Gallego Posada and Jairo Hoyos Londo\u00f1o, employee\u00a0 from the\u00a0 Treasury Secretariat .
