{"id":31410,"date":"2013-03-20T06:43:14","date_gmt":"2013-03-20T11:43:14","guid":{"rendered":"https:\/\/www.fiscalia.gov.co\/colombia\/en\/?p=31410"},"modified":"2013-03-21T18:02:24","modified_gmt":"2013-03-21T23:02:24","slug":"former-secretary-of-health-of-bogota-taken-to-la-picota-prison","status":"publish","type":"post","link":"https:\/\/www.fiscalia.gov.co\/colombia\/en\/2013\/03\/20\/former-secretary-of-health-of-bogota-taken-to-la-picota-prison\/","title":{"rendered":"Former Secretary of health of Bogot\u00e1 taken to La Picota prison"},"content":{"rendered":"<p>The 67 Criminal Municipal Judge in Bogota, acting as a Supervisory Judge, issued against the\u00a0 Former Secretary of health of Bogot\u00e1, H\u00e9ctor Zambrano Rodr\u00edguez, a preventive detention measure in a prison facility, for alleged irregularities in contracts that allowed the purchase of ambulances for the city.<\/p>\n<p>The judge supported the petition of the General Prosecutor&#8217;s Office and considered that the offense committed by the senior employee was abominable and serious because he disappointed the trust of the citizens. The judge in his decision said \u201cH\u00e9ctor Zambrano as health Secretary of Bogota did not complied with his duty and he departed from the legal system&#8221;<\/p>\n<p>The judge also considered that the accused poses a danger to the community.<\/p>\n<p>The General Prosecutor\u00b4s Office brought charges\u00a0 against the former Secretary of health of Bogot\u00e1, H\u00e9ctor Zambrano Rodr\u00edguez, for the offenses of\u00a0 embezzlement in favor of third parties, bribery, unlawful signing of contracts, and contract without compliance with the legal requirements. He did not accept the charges.<\/p>\n<p>Zambrano Rodr\u00edguez is allegedly responsible of the facts committed between\u00a0 April 22, 2009 and the first half of the year 2010, when he signed\u00a0 the contract 1229 dated\u00a0 2009 with\u00a0 the company *Union Temporal de Transporte Ambulatorio de Bogot\u00e1 for 63 thousand 203 million pesos in which, supposedly, he received a benefit of 9 per cent.<\/p>\n<p>According to the General Prosecutor\u2019s Office, the former Secretary received money from the contract which sought the obtaining of equipped ambulances to assist the capital population.\u00a0 Apparently, in such contract, there was an agreement between the former President of the Council of Bogota, Hip\u00f3lito Moreno Guti\u00e9rrez, and contractors Emilio Tapia and Julio G\u00f3mez.<\/p>\n<p>Zambrano would have been defrauded the district administration with approximately 17 thousand 500 million pesos.
